Customs & Excise officers, including Waterguard officers, served in Cyprus on secondment to the Commonwealth Office, prior to the island's independence in 1960.
At the time of independence, the UK Officers serving there were reformed in to part of the SBA Customs service which controls the 99 square mile Sovereign Base Area which was retained by the United Kingdom as a British military base. They became seconded to the Ministry of Defence as were all future officers serving in Cyprus.
The Sovereign Base Area has its own Customs and Immigration Service with a wide range of tasks that extend beyond that normally associated with a customs service. These include all matters relating to external border control, direct and indirect taxation, and more diverse subjects such as the registration of births and deaths.
(Details of Waterguard officers' service and management structures in Sovereign Base Areas are still being researched.)
A British protectorate of Northern Rhodesia from the late 19th century, Zambia gained independence in October 1964. Prior to independence, and for some time after, HM Customs & Excise officers, including Waterguard officers, were posted there on 3 year terms of secondment.
