Official Instructions relating to The Waterguard |
The work of the Waterguard, like other parts of HM Customs & Excise, and indeed all other Government Departments, was governed by Official Instructions. These took the form of bound and loose-leaf books for which additional pages or amendments were issued as required. These instructions were divided into two main categories known as:
Establishment Codes - Based on the Treasury Codes as they applied to HMC&E, and covering in various Volumes the pay, overtime, allowances, terms of employment, discipline and expected behaviour.
Customs Codes - Covering, in various Volumes, the work of HM Customs and how the various legislation was to be interpreted and the regulations applied in detail.
Temporary Amendments to all Codes were issued and printed on green paper. They were usually incorporated into the appropriate Code at the time of the next full amendment.
Temporary instructions and notices of a transitory nature, were published in pamphlet form as General Orders (GOs) and Omnibus Weekly Orders (OWOs).
Confidential management instructions were issued in the form of letters and circulars to Waterguard Superintendents by the Inspector General of Waterguard's office - the IGW's office also distributed confidential information of an ongoing operational nature by circular. In addition policy decisions on various aspects of the work, or particular imported goods, were the subject of Board's Orders.

In 1953, following a staff sugestion, the Board decided that with certain minor exceptions, all future reprints or revisions of official instructions would be issued in the form of loose-leaves printed on both sides of the paper and punched for four-hole filing in binders to accommodate about 500 leaves with a 'window' on the spine for a card to indicate the range of contents. OWO 12/1953 Part 3 of 20 March 1953 introduced the change and can be seen as a PDF by selecting the 'button' on the right. |

The Waterguard Ready Reckoner was used by preventive staff to assess duty and purchase tax on declared and undeclared goods belonging to crew and passengers. Any 'merchandise in baggage' was assessed using the legal rates in the Customs Tarriff.

Prior to the Waterguard Ready Reckoner, the Preventive Staff Association issued the Green Book - Tariff & Supplement, which later gained official recognition when the PSA's Fred Smallwood CPO, co-operated with the Board in producing an Official Ready Reckoner which retained much the same format. A copy of the third edition of the Green Book Tariff & Supplement, date stamped 1948, with many manuscript amendments by its then owner, believed to be HB Bevan Preventive Officer In Charge at Neyland Pembrokeshire, can be seen as a PDF by selecting the 'button' on the right. |
